      Problem Definition

      We need to import and export users and groups from an instance of JIRA to another.
      Currently we can do this by using restore system option but restore system option is not feasible because it will erase all the existing content in the JIRA destination.

      Suggested Solution

      A feature that allows export and imports users in JIRA so that we can export users and group from instance A and import it in instance B
