User with application access to JIRA only is unable to browse public Confluence page in the same session

    Description

      Steps to reproduce

      1. Have a user that only granted with JIRA only access in JIRA + Confluence OnDemand instance.
      2. Have a public page in Confluence.
      3. Login into OnDemand instance.
      4. Browsing the public Confluence page in the same browser will throw permission error.
