When an admin goes to the UPM in JIRA they see this message:
Only system administrators can install plugins. Please file a support request if you need to install a plugin.
Support requests can be filed at support.atlassian.com.
Our support team is not authorized to install plugins on a one-off basis. We should direct them to the Third-Party Plugin Process page on CAC.
