Studio UPM message only appears in JIRA UPM, not Confluence

      A message appears to administrators in JIRA's UPM to explain that new plugin installation is not possible in Studio. The Confluence UPM should also contain the same instructions. However, see AOD-4734 for an issue with the contents of the message.
