Text in UPM is misleading regarding the ability to install plugins

      If a customer visits the UPM in their instance, they're presented with a message saying "Only system administrators can install plugins. Please file a support request if you need to install a plugin. Support requests can be filed at support.atlassian.com."

      Given that we don't allow any arbitrary plugins to be installed on Studio, this isn't accurate... we should completely do away with this text, and perhaps have a link to the Plugin Policy in its place.
