Allow for Notifications and Reporting on Sites Created by Managed Users

      Problem Definition

      Currently, it's not possible to restrict managed users from creating additional sites. This is addressed by the open feature request CLOUD-11072. As such, it would be useful in the meantime to be able to identify and be notified of sites created by an organizations managed users.

      Suggested Solution

      Allow for automated notifications and reporting on site created by an organizations managed users.
