Option to enable/disable bamboo.old.startup.sequence

      Issue Summary

      Currently, Bamboo bamboo.old.startup.sequence is set by default to false. 

      There are two known bugs  BAM-22009 and BAM-22167 that cause issues during Bamboo startup. 

      Steps to Reproduce

      N/A

      Expected Results

      The solution would be to have an option to set the bamboo.old.startup.sequence=true.

      Making the bamboo.old.startup.sequence code available in newer releases.

      Actual Results

      The newer start sequence causing the Bamboo startup issues doesn't have the option to fall back to the old startup sequence.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
