      Issue Summary

      This is reproducible on Data Center: yes

      Steps to Reproduce

      1. Start Bamboo instance with thousands of deployment environments
      2. notice the time it takes to initialise triggers

      Expected Results

      The timing should not be significantly worse than 8.1

      Actual Results

      The time to initialise trigges is much worse.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
