Problem Definition

If the Specs build is run for a few times continuously, the previous latest build result might be deleted by expiry, eg

PROJ-PLAN-2 - normal plan build (this will be deleted if expiry protect 2 minimum builds)
PROJ-PLAN-3 - specs build
PROJ-PLAN-4 - specs build

Suggested Solution

If latest build protected from expiry only have Specs build, keep the previous latest build result

Why this is important

The previous latest build result (artifact) is lost before it is deployed. A new build have to be created again

BAM-20149 Add option to have Specs update events to NOT be considered as a build
