Bamboo Plan Spec Scan should not be counted towards artefact retention rules

      Scenario.

      I have my artefacts retention set to 1 build.

      I have a deployment project that relies on that artefact being in place.

      I run bamboo specs update which creates a new build.

      The artefact is deleted, however there is no artefact to replace it.
