Issue Summary

Admins may create an organization with only Guard and no cloud sites.

If those admins then configure provisioning and sync a group to that organization, the groups are not visible on admin.atlassian.com/o/orgid/groups. However, the groups are visible at https://admin.atlassian.com/o/orgid/idp/idpid/groups.

If those admins also sync a user and sync that user's membership to a synced group, that membership also does not show up on admin.atlassian.com/o/org/users/aaid?tab=groups

Steps to Reproduce

1. Create a new organization with Guard and configure provisioning
2. Sync a group
3. View admin.atlassian.com/o/orgid/groups

Expected Results

Admins expect to see the synced group at admin.atlassian.com/o/orgid/groups

Actual Results

Admins do not see the synced group at admin.atlassian.com/o/orgid/groups

Workaround

Create a new cloud site with a free trial product.
