Issue Summary
When sites exist for the org but don't have a userbase attached, SCIM sync is blocked
Steps to Reproduce
- Can't really reproduce since userbases can't typically be deleted without site being deleted. (In a bad state due to Cloud Provisioner)
Expected Results
SCIM Sync should go through and ignore sites without userbases.
Actual Results
SCIM Sync is blocked for entire directory.
Workaround
None.
