Issue Summary

Groups synced via SCIM in a siteless organization are not available in the Admin Hub UI and can't be used to assign product access for siteless products. This is especially concerning for Trello Enterprise customers who have migrated to the new Admin Hub experience, as they can no longer manage Trello product access via SCIM unless they have at least one sited product in their organization.

Steps to Reproduce

1. Create an organization with only siteless product(s) (for example, Trello).
2. Sign up for Atlassian Access.
3. Create an identity provider directory and configure SCIM user provisioning.
4. Sync at least one group from the IdP to Atlassian.
5. In Atlassian Admin Hub, navigate to Security > Identity providers > [Directory name] > View groups to verify that the group(s) have synced successfully.
6. Navigate to Directory > Groups

Expected Results

Groups synced via SCIM are available.

Actual Results

Only local groups are available.

Workaround

• Sign up for at least one sited product (for example, Jira Software), or
• Contact Atlassian Support to enable SCIM for a siteless organization.
