Better handling of actions that run slowly or timeout, e.g. increase timeout or provide a mechanism for retry issue creation and update requests

      Issue Summary

      Issue creation can be slow with some customers, particularly enterprise customers, and simply failing is a bad experience for them.

      Automation (Jira) cannot retry requests to Jira to create an issue that timeout as there is no way of knowing if the initial request was successful or not. 

      Steps to Reproduce

      Sometimes happens intermittently when creating an issue or editing an issue.

      Expected Results

      Re-try failed attempts and update it in the auditlog

      Actual Results

      The below exception is thrown in the xxxxxxx.log file:

      <Issue id> (Internal server error)
