Improve notifications when Automation rules fail - ability to select other recipients to receive notifications, notify of missing rule Owners on my site/instance

      Summary

      Currently you can set the owner of a rule to receive notifications when that same rule fails to execute for some reason.

      But that might be quite limiting to have only a single user receive that notification.

      Suggestion

      Make it possible to select more recipients (ideally, more than one user at least) for such notifications, or even to use a trigger that triggers upon the failure of a rule.
