Content by label macro is not working for Unlicensed users

      Issue Summary

      The Content by Label macro is used to report pages using specific labels. However, this macro is not working for Unlicensed users - they are prompted with an error message.

      Steps to Reproduce

      1. Create a Confluence Space, and link it as a Knowledge Base for a Jira Service Desk project.
      2. On JSD, make sure that Any active user is able to access the Space.
      3. Create a page on this Space.
      4. Add a Content by Label macro on it.
      5. Access this page, as a Service Desk customer (Unlicensed user).

      Expected Results

      The macro should work properly, reporting the pages that have the desired label.

      Actual Results

      Below error message is displayed on the page:

      Error rendering macro 'contentbylabel' : CQL was parsed but the search manager was unable to execute the search. CQL: '<macro search>'. Error message: com.atlassian.confluence.search.searchnsmarts.rest.SSSearchClientException: There was an illegal request passed to S&S Content Search API : HTTP/1.1 403

      Currently there is no known workaround for this behavior. A workaround will be added here when available

            This issue is caused by the broader issue that Confluence search does not show results to unlicensed users. As the Content by Label Macro is supported on the backend by CQL, its results also cannot be shown to unlicensed users. I am marking this ticket as `tracked elsewhere` and ask that anyone monitoring this ticket instead monitors the root cause ticket here: https://jira.atlassian.com/browse/CONFCLOUD-70652

            This change is not a bug and clearly involves improvement in CC Indexer, monolith and search platform side changes. Changing the priority to reflect the same.

            Dear Swati, 

            Can you raise the priority of this issue since there's no workaround, it shouldn't be categorized as Low. 

            This functionality is very important to our organization since it was lost when we migrated to Jira cloud!

            This issue is still ongoing.

            Is the only option as of now to get a license to use that feature..?

            Will updating my space to have a license fix this..?
