Issue Summary
Clicking the "Select Products to activate" button shows the status "All your organization's products have activated AI" for sites that are not eligible for AI (Standard subscriptions or organisations with no products).
Steps to Reproduce
- Go to an organisation with no premium and enterprise subscriptions.
- Go to Settings > Atlassian Intelligence and click on "Select Products to activate".
- It will show the message "All your organization's products have activated AI" even though there are no eligible products.
Expected Results
It should show a message that the feature isn't available for Standard subscriptions.
Actual Results
The message "All your organization's products have activated AI" is shown even if there are no eligible products.
Workaround
The admins can check their subscriptions. If there are no Premium or Enterprise subscriptions, then the Atlassian Intelligence feature isn't activated for their instance.
