Problem Definition
Similar to ~~IM-33~~, when SAML is enabled, groups have to be created both in the identity provider and Atlassian Cloud.

As an admin, I have several groups in Azure (group1, group2,etc). I want to have these groups in Atlassian Cloud in User Management.

Suggested Solution
Allow groups to be automatically created and updated in Atlassian Cloud when the group is established.
