Background : At the moment, the managed account last activity date relies on the product access last activity events. This is problematic for accounts that do not have any product access yet are active in Atlassian cloud.

Customer's company policies may require to deactivate the Atlassian Account if they have not been active on the environment.
Suggestion
Provide a last active date information for a managed account that is based on the browser or device session. Also, allow this to be exported via CSV or returned via API. The field should be retained even if the browser or device session has already been terminated.
