Issue Summary
Confluence Guest Users don't appear under the organization's "External users" list, causing the impression they won't be covered by the External User Security feature.
When enabled, the External User Policy is working as expected: upon login, Guest users are required to provide a verification code every 7 days.
Despite being worked as designed, the visual feedback doesn't match the affected users, causing confusion among admins.
Steps to Reproduce
- Go to an organization that has both Atlassian Access & Confluence products;
- Add a Guest user to the Confluence site, and ensure it's an external user (unmanaged account or managed by a domain outside your org) and it has no access to other products like Jira or JSM;
- Check your organization's "Security > External users"
- Click the "External user policy" > "Export external users"
- Check the list of users received in your email
Expected Results
The new Guest user you just invited will be part of the list of external users
Actual Results
No guest user is included in the list unless they have access to some other product in the site (for example, JSM or Jira).
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
