Issue Summary

Guests Confluence user is not counted in the External users count on Atlassian's Admin Hub.

Steps to Reproduce

1. Navigate to the External users page on Admin Hub (https://admin.atlassian.com/o/<OrgID>/external-users) and take note of the number of external users.
2. Add Guests Confluence user to your Site
3. Give them Confluence access
4. Navigate to the External users page on Admin Hub (https://admin.atlassian.com/o/<OrgID>/external-users) to check the external users count.

Expected Results

The external users number increased upon adding a new guests Confluence user.

Actual Results

The external users number remain.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
