Ability to check and re-sync provisioned external account after an email address change

      Issue Summary

      Customers using external user provisioning face issues where users' Atlassian Account is unlinked in the SCIM directory. This can happen if an email address change is done for the external user in the IDP

      There is no way  to identify unlinked external users.

      Steps to Reproduce

      1. Provision an external user to Atlassian Cloud
      2. Change the email address of the external user at IDP and this will unlink the Atlassian Account in Atlassian cloud

      Suggestion

      Allow admins to review unlinked SCIM records and eventually have the option to re-sync the SCIM record to an Atlassian Account matching the current SCIM record email address.

      OR 

      Automatically add the account back into provisioning groups once the email on the Atlassian Account and the Provisioning records match.
