Issue Summary
Customers using external provisioning face issues where users' Atlassian Account is unlinked in the SCIM directory. This can happen if an email address change is done for the external users at IDP.
There is no way for customers to identify unlinked accounts as of today.
Steps to Reproduce
- Provision external user to SCIM directory
- Change the email address of the user at IDP and this will unlink the Atlassian Account in the SCIM directory.
Suggestion
Allow admins to review unlinked SCIM records and eventually have the option to re-sync the SCIM record to an Atlassian Account matching the current SCIM record email address.

In big "umbrella" companies with a lot of mail domains and not so rare migration of users between domains (sometimes just a few per domain when people are changing organization / company internally, or a lot of them at once when acquisitions, mergers and so on happen) this would be very useful, and save us time and enable better faster service to our end users.
