CSV Importer: Project details are not validated when importing into a new project

    Description

      Project Name, Key and Lead are not validated when creating a CSV config file for importing into a new project.

      If you select the "Import issues into a new project" radio button on the CSV importer page and leave the project-related fields blank, the importer ignores them and creates a config file for importing into another project without warning.

      We should also validate the config file when attempting to use it to import, in case it has been manually changed by the user.
