Agent bootstrapper restart if server goes down / communication error occurs

    Description

      At the moment agent will attempt to restart if communication with the server fails (this could be the server going down). This doesn't work well in certain cases due to

      • SVNKit not shutting down the timer threads correctly (known case)
      • Anything not shutting down in time

      We should try to get the agent to:

      • Shutdown properly - so that it can restart.
      • Log that it's shutting down, and minimise the exceptions that are logged
