Remote build agents should be able to survive server restarts

If you restart your Bamboo metadata/JMS installation, yoru build agents fail and shut down.

It would be a very useful enhancement to have your build agents be able to wait and retry connections, particularly if you're just momentarily bouncing your installation. Otherwise you have to go and manually relaunch all your agents every time you want/need to cycle your Bamboo server.
