Issue Summary

Depending on the "Board deletion restrictions" on the Workspace settings you can't move boards to a different Workspace.

Steps to Reproduce

1. In a Premium Workspace, 
2. Go to the settings and change the setting of "Board deletion restrictions" to nobody in the three options (public, private and Workspace visible boards)
3. Go to a board
4. As the Workspace admin try to move this board outside of the Workspace
5. You'll see and error "There was an error while moving the board. Please try again"
6. Set the permission "Board deletion restrictions" to "Any Workspace member" or "Only Workspace admins"
7. After this change you'll be able to move the board outside of the Worksapce as a Workspace admin.

Expected Results

The setting "Board deletion restrictions" shouldn't impact the ability to transfer boards outside of the Workspace.

Actual Results

Workspace admins can move boards outside of the Workspace if the setting "Board deletion restrictions" is set to "Any Workspace member" or "Only Workspace admins"

Guests invited as admin aren't able to move boards outside of the Workspace, the setting doesn't matter. 

Workaround

The Workspace admin can move the board outside of the Workspace if they change the setting "Board deletion restrictions" to "Any Workspace member" or "Only Workspace admins".

Guests invited as admin aren't able to move boards outside of the Worksapce, contact your Workspace admin and ask them to move the Workspace or give you the admin permission.
