Issue Summary

For boards that sit in Premium Purchase Order (PPO) Workspaces (SKU 112), the button to change visibility is missing.

Steps to Reproduce

1. Create a PPO sandbox
2. Create a board in a PPO Workspace
3. Add another user as a Workspace admin and to the board you've created
4. Log into this user

Expected Results

This user, who is a Workspace admin, and therefore admin of this board, can see the Visibility button

Actual Results

The visibility button is missing

The following error will be found in console: Uncaught (in promise) Error: Access to storage is not allowed from this context.

This issue is reproducible by Atlassian.

Workaround

Customers should try to change their visibility instead by:

1. Opening the board menu
2. Click 'Settings'
3. Click the Workspace name under 'Workspace'
4. Click 'Change.' here to change the priority

However, if the customer is also affected by TRELLO-924, they will be unable to do this, making resolving this bug high priority.
