Issue Summary
This is reproducible on Data Center: yes
When access is granted to support via a JST ticket, if there is an SP instance on the same Atlassian site, that support user will take a user license within SP.
Steps to Reproduce
- Open a JST ticket on an Atlassian site with both SP and Jira
- Request site access from the support side through Governator (the support user requesting access should not already be a user in SP)
- Grant access to the support user from the ticket (customer side)
- View Statuspage users
Expected Results
The Support user should not be listed as a user. This can prevent real (non-support) users from being added if the account is close to its user limit
Actual Results
The @Atlassian user is added as a user which takes up a license (at least on the front end)
