[SRCTREE-3819] Relative date in commit history is formatted in System language instead of selected Language in Preferences.

I've fixed this for our next beta update. If you find any areas where a date is shown and it's either not relative or not the right locale please file new tickets and I'll get them tidied up as well. Thanks!

We are able to set the locale but it requires some refactoring to get this working in all the right places. I don't think it'll make 2.3.1.

I don't think we're able to directly manipulate the formatter's language. I'll check to make sure.
