Currently, when configuring a custom Rovo Agent in the Studio, there is a mandatory requirement to have at least three "conversation starters." If an admin has only three, the option to remove one is non-existent, forcing the agent to always display at least three prompts to users.

Customer Use Case:
The customer would like to simplify the user experience for their specific agent by providing only one or two highly relevant conversation starters. The current enforcement of three starters leads to "filler" prompts that may not be useful or may distract from the agent's primary purpose.

Suggested Solution:

• Remove the hard-coded minimum requirement of three conversation starters.

• Allow admins to save an agent with 0, 1, or 2 starters.

• Ensure the UI provides a "Delete" or "Remove" option even when only three starters remain.

Workaround:
None currently available. Admins are forced to keep three starters even if they only want one or two.
