Rovo Chat sessions do not persist on Space Home after page refresh

      Current Behavior:
      When a user is interacting with Rovo Chat on a Rovo Chat and refreshes the browser page, the existing chat session is lost. Instead of reopening the previous conversation, Rovo Chat "auto-starts" a new, blank session or triggers a new summary action.

      Expected Behavior:
      Rovo Chat should maintain session persistence across page refreshes within the same context (Space Home). If a user has an active conversation, refreshing the page should reload that specific conversation history rather than starting a new one.

      Customer Pain Point:
      The customer finds it disruptive to lose their conversation context every time a page is refreshed or re-navigated. This is specifically highlighted as an issue on the Rovo Chat where Rovo "auto-starts" new behavior rather than resuming the user's previous flow.

      Steps to Reproduce:

      1. Navigate to Rovo Chat.
      2. Open Rovo Chat and begin a conversation (e.g., ask a question about the space).
      3. Refresh the browser page (F5 / Cmd+R).
      4. Observe that the previous chat session is closed/cleared and a new session/auto-summary is initiated.
