Description:
Rovo agents (both custom and out-of-the-box) are currently enabled by default for the Work items (Beta) surface. This integration causes all active agents to appear in Jira "Assignee" dropdown menus instance-wide.

For customers with many agents, this results in significant UI clutter, making it difficult for users to distinguish between human team members and AI agents during task assignment. Currently, the only way to remove these agents from the Jira UI is to manually edit each individual agent's settings and toggle the "Work items" surface to Off. There is no centralized way to manage these visibility settings across the organization.

Enhancement:

1. Bulk Action Menu: Add a "Bulk Edit" feature in the Agent Directory to enable or disable specific surfaces (like Jira Work Items) for multiple agents at once.

1. Global Default Toggle: Provide an organization-level setting in the Rovo Admin panel to define the default visibility of the "Work items" surface for all new and existing agents.

1. Surface Filtering: Allow admins to restrict agent visibility to specific Jira projects or groups, rather than an all-or-nothing toggle at the agent level.
