User Goal:
As a user creating a Rovo Agent, I want my configuration progress to be saved as a draft even if I encounter a validation error, so that I don't lose my work and can correct the errors without starting from scratch.

Current Behavior:
When using the Rovo Agent creation wizard, if a validation error occurs at the final stage (e.g., "Conversation starters can't exceed 85 characters"), the configuration is not saved. If the user navigates away or the process fails, all progress—which can represent significant time spent on instructions and knowledge sources—is lost.
