Issue Summary

Rovo Chat sometimes unable to post a comment and denies that it has a skill to do so.

Some of the time it responds that it’s unable to post a comment, but successfully presents the action for approval anyway.

Steps to Reproduce

1. Keep opening a new Rovo Chat and using the same prompt below (change the Jira key) until the issue is reproduced.

Prompt:

Please post a comment on ticket DESIGN-2 saying “hello this is a test comment”

Expected Results

Posting a comment is a skill of Rovo chat and it should be able to consistently invoke the skill for such a simple prompt.

Actual Results

Different results reproduced:

1. It mostly works fine and asks for approval straight away

1. Some of the time it says that it cannot make a comment BUT it presents the action for approval anyway, approving it works

1. Some of the time it refuses to post a comment and denies that it has the skill to post a comment no matter what - the approval interaction does not come up

Workaround

Open a new Rovo Chat and try again.
