Issue Summary

The Jira Data Center Rovo connector only syncs content (projects/issues/epics/comments) added or updated after setup. Users expect both new and historical data to be accessible via Rovo.

Steps to Reproduce

1. Install Jira Data Center and generate projects/issues/epics/comments (initial data).
2. Setup the Jira Data Center Rovo connector. This is reproducible using both the application links (11.2 and earlier) and uniconn (11.3 and later) configurations.
3. Generate additional projects/issues/epics/comments (additional data).
4. Search for the initial data and additional data in Rovo search.

Expected Results

Both the initial and additional data appear in Rovo search.

Actual Results

Only the additional data appears.
