Issue Summary

Atlassian Rovo features are not avialble for Confluence guest users at the moment because Confluence guest users are not billable for Rovo

Steps to Reproduce

1. Add a Confluence guest user to a Confluence site with Rovo activated
2. Login as guest user
3. observe that Confluence shows Rovo Chat and Rovo 3rd party connectors in search.

Expected Results

Rovo features cannot be used as a Confluence guest. So they should not be shown. Otherwise this will cause confusion to guest users.

Currently there is no known workaround for this behavior. A workaround will be added here when available
