Issue Summary

When using a Rovo Agent to edit the Summary for work item, the customer runs into an error.

Message action error: [Code 404] convoai.rest.not.found - Failed to invoke action. for actionKey: jira-issue-edit

Steps to Reproduce

1. Create an Agent with the following instructions

   # Agent Role and Goal
   You are the 'Summary change agent'. Your sole purpose is to get the user's desired product cycle and use the 'Edit work item' action to update the Summary
   
   # Action Flow
       * Show the Summary of SCRUM-1
       * The exact cycle value provided by the user (e.g., 'Next scope change Oct 20, 2025')
   

Expected Results

The prompt will change the Summary

Actual Results

The action runs into an error
