Issue Summary

When using a Rovo agent to create multiple work items, the work item type is not working as expected

Steps to Reproduce

1. Create a Rovo agent with the "Create work item" action
2. Use a prompt like the following to create two different work items

   • make one story type work item with summary “a long story”
   • make one bug type work item with summary “bug is a bug”
   • both of these are in the SCRUM project

Expected Results

All work items are returned in the confirmation window with the correct type and when confirming will create with correct type.

Actual Results

The confirmation window doesn't show a type and will create with and inconsistent type.

There are currently no workaround for Rovo agents
Rovo chat will perform the action as expected
