Issue Summary

App-supplied Rovo agents are inconsistently labeled as "by Atlassian" in the Rovo Chat UI, which is misleading for customers and partners.

Steps to Reproduce

1. Install a Forge app that provides a Rovo Agent on a Confluence Cloud instance.
2. Observe the Rovo agents in the Rovo Chat UI.

Note that:

1. When searching for the agent by name, the provider is shown correctly (by the app):
   
2. When viewing the full list of agents, the provider is incorrectly shown as "by Atlassian".
   

Expected Results

App-supplied Rovo agents should always be labeled as provided by the app, not by Atlassian.

Actual Results

The provider label is inconsistent, sometimes showing "by Atlassian" and sometimes correctly showing the app as the provider.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
