Issue Summary

Currently, the Rovo agent can't be restricted to returning results only from Confluence pages with specific labels when label details are included in the agent instructions.

Steps to Reproduce

1. Create an agent with instructions that suggest fetching information from certain Confluence pages that contain specific labels.
2. Prompt the agent to get the information.

Expected Results

The agent used the data from the pages that have the label as the source

Actual Results

The agent uses the data from pages that don't have the labels.

Workaround

Pass the label details in the prompt, rather than the agent instruction.
