Admin notification when Rovo agent is created

      Summary:
      Admins would like to receive notifications when users create Rovo agents

      Currently there are no notifications sent when a user creates an agent

      Requested behavior:
      Allow configurable option for admins to be notified via email when user creates an agent

      Workaround:
      Rovo Admin actions are accessible to Guard Standard+ customers and Rovo user actions are available to Guard Premium customers in the audit logs
