When you create a Rovo agent, it's visible to everyone on the site. 

Suggestion

It's crucial that a newly created agent isn't shared with everyone by default and instead admins should be able to control it's access via group membership.

This allows the creator to have the chance to create, test, and interact with the agent before it's visible to the entire site.

Many users will create an agent just to test its functionality, and if everything is automatically shared, the list can quickly become cluttered with unwanted agents.
