Enhance ROVO Agent's capability to read and explain the Jira automation rule.

      Currently, Rovo agents cannot read and explain Jira automation rules. Rovo is neither indexing nor using the Jira automations as a data source, which prevents this functionality.

      Suggestion

      Enhance the ROVO Agent capability to read and explain the automation rule when given a link to it.
