Studio V2 HIPAA compliance

      Issue description

      Rovo, Atlassian Intelligence, and other AI features are now compliant with HIPAA/BAA requirements, as detailed in ROVO-124. Customers with these instances can use Rovo and AI features or install/deploy on them.

      However, Studio V2 is not yet fully compliant with HIPAA and some experiences may be broken for the time being. 

      Suggestion

      Build capabilities to Studio V2 be compliant with HIPAA instances.
