Issue Summary

When asked to find similar issues to a Rovo agent in Jira, it is unable to locate them, even though similar issues exist.

Steps to Reproduce

1. Create two identical issues in Jira
2. Create a Rovo agent in Jira
3. In the description, add instructions such as 'find similar bugs in the same Jira project'.
4. Add the Find similar issues action to the agent
5. Once the agent is setup, open one of the Jira issues and ask the agent to find similar issues

Expected Results

Agent lists similar issues.

Actual Results

Agent displays the message 'Sorry, I couldn't find any issues that matched your search criteria'

Upon manually comparing the issues Rovo is able to find them similar.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
