Issue Summary

Currently, only Organization Administrators have visibility into Rovo credit consumption via the Atlassian admin. Site Administrators, who are often responsible for managing specific instances, don't have access to this data. This makes it difficult for Site Admins to monitor how their users are consuming credits, leading to a risk of unexpected  credit overuse across teams or sites within a large organization.

Suggested Solution

Provide a site-level Rovo dashboard or delegate access to the existing Rovo credit insights to Site Administrators.
