Add activity log entry for users being added as recipients

      User Problem

      If a user is a team member of the responder team of an alert and views the alert, they are added as a recipient and can be seen on the 'responder states' tab. However, the activity log doesn't explicitly state that this is happening - it just shows the user viewing the alert.

      Suggested Solutions

      Add another log entry that the user is being added as a recipient on the alert.
