Steps to Reproduce

To use the Tags and Custom properties only show after entering into edit mode.
Settings >> Users - to create

Expected Results

Users request:
Users are wanting to start adding Custom Properties for users. The users might have the same Custom Property Key, but the value would be different for various users. So we could easily create a Filtered Search where that Custom Property Key exists, but in order to look up what the Value is for that Property, we’d have to dig into each user and hit Edit just to view it. Also by it being hidden in the Edit mode, it’s highly prone to errors if a user accidentally deletes a tag or property they are trying to view.
