As a customer I would like to have serviceid as an optional argument and teamid as mandatory in terraform Incident rules resource

      User Problem

      Ability to make service_id as an optional field as we have in the WEB UI for Incident rules.

      Currently service_id is mandatory to have the Incident rules get assigned to the owner team.

      Use case: Looking to create Incident rules with No impacted service for all P1 alerts.

      Suggested Solutions

      Ability to create a Incident rules without any Impacted services added to it

      Current Workarounds

      use the opsgenie_service_incident_rule with the service_id
